Family and friends of Dean Hood cannot help but replay the moment they learned he died in the Downtown Austin car crash early Monday morning.

"Just reliving it," said Mindy Hood, Dean's mother. "Angry. Devastated."

Hood was only 27 years old.

The driver that caused the crash was drunk at the time.

Mindy Hood says this crash should have been prevented.

"There's so many Ubers and Lyfts. I don't understand why anybody would," Hood said.

Hood says she's heartbroken, struggling to share what her son was like through tears.

"He lived life to the fullest. He brought life into every room. It could be your worst day, and make it your best," Hood said.

The crash happened near the I-35 and Cesar Chavez Street intersection.

One of the drivers in the crash has been charged with intoxication manslaughter. The other driver was charged with DWI.

Priscilla Wong says she became friends with dean soon after he moved to Austin.

"He was a jokester. He always had some type of nickname when he first met you. He was a very happy man," Wong said.

Wong tells CBS Austin she and other friends are having a difficult time with Dean's death, but are focused on celebrating his life.

"Remembering all the great memories we carried out here that we were privileged to remember," Wong said.

As family and friends continue to try and cope and move forward, Hood says Dean's twin brother is having the toughest time right now.

"He said to me, 'How can I ever be happy on my birthday again?'" Hood said.

Hood says she hopes others can learn from this crash... So no other families have to go through what they're experiencing now.

"We just wish we had him back."
