The Animal Advisory Commission will propose a tougher spay and neuter ordinance Monday night.

Right now dogs must be spayed or neutered the second time they are found loose by the city.

The new proposal would make it a requirement the first time they are found loose.

The city council thinks it could help with overcrowding at the city's animal shelter.
